Within hours of Monday's withdrawal, hooded Hamas militants toting guns stood atop the Palestinian wall as grinning Gazans clambered over using ropes to meet relatives long stranded on the Egyptian side. Residents on the Egyptian side climbed onto rooftops and waved towards the Palestinian side. A group of men and boys danced around a large green Hamas flag in full view of Egyptian security forces, who are also battling Islamic militants responsible for several deadly tourist resort bombings on the Sinai Peninsula. But the dance came to a sudden halt as a celebratory burst of gun fire was shot into the air on the Palestinian side. Several Egyptian security personnel, who declined to be identified for security reasons, said they were treating the crossings as a "humanitarian situation", as many of the people hadn't seen their relatives since the Palestinian uprising began in 2000 or longer. But nobody crossed through the main Rafah border crossing point, which Israel has closed indefinitely. The Israeli-Palestinian Conflict The Israeli--Palestinian conflict is the ongoing struggle between Israelis and Palestinians that began in the mid 20th century. The conflict is wide-ranging, and the term is sometimes also used in reference to the earlier sectarian conflict in Mandatory Palestine, between the Zionist yishuv and the Arab population under British rule. The Israeli--Palestinian conflict has formed the core part of the wider Arab--Israeli conflict. Despite the long going peace process and the general reconciliation of Israel with Egypt and Jordan, Israelis and Palestinians have failed to reach a final peace agreement. The remaining key issues are: mutual recognition, borders, security, water rights, control of Jerusalem, Israeli settlements, Palestinian freedom of movement and finding a resolution to the refugee question. The violence resulting from the conflict has prompted international actions, as well as other security and human rights concerns, both within and between both sides, and internationally. Many attempts have been made to broker a two-state solution, involving the creation of an independent Palestinian state alongside an independent Jewish state or next to the State of Israel (after Israel's establishment in 1948). In 2007 a majority of both Israelis and Palestinians, according to a number of polls, preferred the two-state solution over any other solution as a means of resolving the conflict. Moreover, a considerable majority of the Jewish public sees the Palestinians' demand for an independent state as just, and thinks Israel can agree to the establishment of such a state. A majority of Palestinians and Israelis view the West Bank and Gaza Strip as an acceptable location of the hypothetical Palestinian state in a two-state solution. Within Israeli and Palestinian society, the conflict generates a wide variety of views and opinions. This highlights the deep divisions which exist not only between Israelis and Palestinians, but also within each society. A hallmark of the conflict has been the level of violence witnessed for virtually its entire duration. Fighting has been conducted by regular armies, paramilitary groups, terror cells and individuals. Casualties have not been restricted to the military, with a large number of fatalities in civilian population on both sides. The two parties engaged in direct negotiation are the Israeli government, currently led by Benjamin Netanyahu, and the Palestine Liberation Organization (PLO), currently headed by Mahmoud Abbas. The official negotiations are mediated by an international contingent known as the Quartet on the Middle East represented by a special envoy that consists of the United States, Russia, the European Union, and the United Nations. The Arab League is another important actor, which has proposed an alternative peace plan. Egypt, a founding member of the Arab League, has historically been a key participant. Since 2006, the Palestinian side has been fractured by conflict between the two major factions: Fatah, the traditionally dominant party, and its later electoral challenger, Hamas. Following Hamas' seizure of power in the Gaza Strip in June 2007, the territory officially recognized as the State of Palestine (former Palestinian National Authority - the Palestinian interim governing body) is split between Fatah in the West Bank, and Hamas in the Gaza Strip. The division of governance between the parties has effectively resulted in the collapse of bipartisan governance of the Palestinian National Authority. A round of peace negotiations began at Annapolis, Maryland, United States, in November 2007. These talks were aimed at having a final resolution by the end of 2008. It's predicted the increase will add critical challenges to service providers such as hospitals. STORY-LINE Gaza City, a bustling area where people fill the streets every day. But by 2050 the picture looks set to be even busier according to a recent UN study. It predicts the population in the Palestinian Territories will double to 9.5 million by 2050. In the next 14 years alone it's expected to jump from 4.8 to 6.9 million. It's expected this surge will place enormous pressure on local authorities and service providers. The UNFPA (United Nations Population Fund) Palestinian representative Anders Thomsen says the situation is very serious. "It's really a wake-up call for both Palestinian planners, for the international community, but also for Israel. Because even with a very dramatically declining fertility rate the population will grow at a very rapid pace in Palestine, particularly in Gaza. So, long-term viable solutions must be found in order to respond to that situation", he says. UNFPA released the 270-page report titled "Palestine 2030 – Demographic Change: Opportunities for Development" this month. The "long-term viable solutions" referred to by Thomsen include ending the Israeli occupation in the West Bank where about three million Palestinians live under the Palestinian Authority's limited rule, and ending the blockade of the Gaza Strip, the coastal enclave ruled by the militant Hamas group which is home to nearly two million people. Peace talks between Israel and the Palestinians over creating a Palestinian state in Gaza with a capital in East Jerusalem have stalled for years. Other UN studies predict Gaza will become uninhabitable in the next three years. Unemployment is over 40 per cent and 60 per cent among the youth. It also suffers severe electricity outages, untreated water and a poorer health system than in the West Bank. Here at Shifa hospital in Gaza City they are struggling to find enough beds to deal with the increased birth rate. "In Gaza Strip, we have 60,000 births annually, with an average of 170 newborns daily. In Al-Shifa's incubators, which represent 30 per cent of Gaza Strip's births we have 55 birth cases daily. The birthrate is very high compared to the number of beds. We have severe shortages in (hospital) beds in Gaza Strip", explains Allam Hamada, Director of incubators. Despite the lack of resources, the population looks set to keep on increasing, but large families are already struggling. In the Shati refugee camp east of Gaza city, ten members of Al-Adgham family live in a small place that doesn't have room for this number. Um Wael Al-Adgham is the mother of the family and explains: "When my children were fewer (than today) the suffering was less, but when my children increased and the pressure and demand increased, we could not pay for this or that or the home rental fees. We had to move to this bad house despite its rental not being cheap." With families looking set to get even bigger over the coming years, demand on services and pressure on individuals will surely intensify.
